The Shreveport Labor Day Blues Festival had its birth in Shreveport , and was the brain child of Mr. Ron Hardy. This festival  is held each year at Shreveport's famed Festival Plaza. It highlights the Blues, which is a part of the historical landscape of North Louisiana. In its five years of existence, this festival has attracted thousands of Blues fans from around the Ark-La-Tex. The Festival not only brings legendary blues artists to Shreveport, but highlights local artistic talent as well.

In 2013, Mr. Hardy began a campaign to brand Shreveport as the Southern Soul Capital because of the way music is formed and played in the region. Mr. Hardy saw Shreveport as a perfect fit. Southern Soul was added to the title of the Blues Festival, thus becoming the Shreveport Southern Soul Labor Day Blues Festival.

In 2015, Inter City Row Modern Dance Company was handed the torch to continue this all important festival. It was renamed the Northwest Louisiana "Southern Soul" Labor Day Blues Festival which reflects the great historical background of North Louisiana and its people.  In a quote by a artist and writer, Mr. Leroy Cones "I am the Blues and my life is a spiritual, without them I cannot be."
